Martha E. Boomer
Martha E. Boomer, with over thirty years of experience in child welfare and family services, serves as the Assistant Commissioner in the Division of Prevention Services (DPS) at the Administration for Children’s Services (ACS). She oversees the Family Home Care (FHC) program, which provides home-based services to help families in the child welfare system create nurturing environments for their children. Her leadership ensures home care providers receive training and support, while also coordinating with community-based services to meet long-term family needs, reflecting her collaborative approach to comprehensive care.
Ms. Boomer has made significant contributions to child welfare, including introducing the Mental Health First Aid initiative at ACS in 2011, a program that remains central to the agency’s work. She also organized the Annual ACS Bridge Walk across the Brooklyn Bridge as part of National Child Abuse Prevention Month for over seven years. With a Bachelor’s in Biology/Psychology from Syracuse University, a Master’s in Sociology from Brooklyn College, and an Advanced Certificate in Health Care Administration from CUNY, her multidisciplinary expertise drives her commitment to improving family services.
