Matt Bishop
As the CEO and Founder of the award-winning digital health company Open City Labs, Matt is a thought leader in social determinants of health (SDOH) and healthcare interoperability. He has played a crucial role in developing standards for referrals, SDOH data collection, exchange, reimbursement, directories, and transitions in care for patients receiving long-term post-acute care (LTPAC) and home and community-based services (HCBS). Under his leadership, Open City Labs has received prestigious awards from federal agencies like the Administration for Community Living’s Social Care Referral Challenge and ANSI-accredited bodies such as DirectTrust’s “Interop Hero,” as well as recognition from national foundations like the Robert Wood Johnson Foundation and the AARP Foundation.
Matt is a coauthor of the “Social Determinants of Health NYS Functional and Technical Specifications Document,” assisting states like New York in planning SDOH interoperability to meet 1115 Waiver requirements and address health equity. He serves on various committees, including the HIMSS Social Determinants of Health Committee and the HIMSS 2025 Health Equity Planning Committee, and has presented at notable conferences such as HIMSS, SXSW Interactive, and the United Nations. His leadership experience extends to national standards organizations, including the 360x SDOH closed-loop referral initiative and the Gravity Project focused on SDOH data. Earlier in his career, he managed government-funded social service programs for Volunteers of America Greater New York and was appointed to the NYS Health Care Reform Advisory Committee in 2010, providing guidance on the implementation of the Affordable Care Act.
